Notice of Updated Procurement and Payment Policy 20.1.11

We are pleased to announce that the Board of Governors has approved amendments to the university’s Procurement and Payment Policy 20.1.11, which become effective on August 1, 2023. The policy changes were driven by a recent increase in purchasing thresholds in Uniform Guidance (UG), a government-wide framework for grants management that provides specific rules and requirements for federal awards.

Specifically, the changes relate to CFR Title 2, Part 200: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Rutgers will apply the same purchasing threshold increase to align with the federal guidance. Additional modifications were made to the approval required for bid waivers of $1M and greater, further ensuring that the university policy reflects the current business climate.

Notable changes include:

  • Increased and aligned purchasing thresholds to Uniform Guidance standards
  • Modified approval of the formal bid process and bid waivers required by Board of Governors and Chief Financial Officer
  • Established requirement to report certain formal bids and bid waivers at Board of Governors meetings
  • Memorialized current emergency procurement process

This fall, University Procurement Services will host a series of roadshows to discuss the amended policy.
